Is this just a bug? I agree with what you're saying.. I did remove ALL drivers during some initial troubleshooting and reinstalled the drivers.

Both drivers work just fine for me in Tracktion but when I select the 24 bit driver in reaper it doesn't seem to be able to access it.

I am close to getting answers. VDJ is displaying my pitch at -8 low (And this because I have set my pitch controler to +- 8% pitch controls and not +-34%).
